Revisit the Events of LOGOPOLIS. The new season sees a 4th Tennant Special where the 14th/BiGen Doctor show up during the events of LOGOPOLIS as The Watcher only to reintergrate himself back into the 4th Doctor to Kickstart the regeneration into Davison.

Thus the Watcher was the Doctor was the Watcher all along. (Not to mention some further complicated father inlaw relations) 😀
