Doctor Who: Radio Free Skaro 
Yes, Christopher Priest really is a well known science fiction writer. He is probably nest known in North America for the film The Prestige which was based on his novel of that name. Check out his wikipedia entry which does mention him being asked to write for Doctor Who.
